Tomoe Mami is a veteran of the magical girls that fight for justice and love. With serenity in every act of hers, as well as wisdom, mentorship, and formality, she takes those under her wing with care, inviting them for tea and making sure they realize and fulfill all obligations and dangers of both magical girls and school girls. She takes responsibility in a serious manner, and because of it she desires to do both things: Care for those that choose to be her friends, and protect the people from the witches.
In the battlefield, she is brave, and every move and string of hers is an act of elegance and dance as the use of her language, formality and piety even against magical girls that may become her enemies. A trapeze artist that relishes on her act, sending out both strings of gold for a dance and a volley of muskets to vanquish evil, even songs and names for her final attacks, in her acts to preserve justice and friendship.
Too bad this is only a part of her about how broken and terrified she truly is.
She is the sole survivor of a car crash that claimed the lives of her parents, and the only way she survived was through the desperate wish she gave to Kyubey, that she wanted to live. This act that Mami perceived as selfishness of her own came to follow her through her whole life, which in addition to becoming burdened with the responsibilities of magical girls, came to isolate her from her classmates, and even from fellow magical girls that saw her as a naive girl that didn't know all magical girls were only out on their own.
Because of this, Mami's greatest pain is her loneliness.
Due to this, her mentorship and stability are also faces. Homura Akemi noticed that, every time she realized the truth about magical girls and witches came out, that magical girls turn into witches when losing hope, Mami was the first person to psychologically break, and try to kill even loved ones of hers for what she perceived was a mercy killing.
On another timeline, Mami broke in tears to Madoka, telling her she was terrified and did not want to fight witches anymore.
For all her fear, guilt, and faces so people wouldn't see how much she hadn't really grown, there is truth in her devotion. She feels the obligation to save others because of the powers and task she was given, and fulfills it to the best of her abilities and with intelligence. It is her own way to make amends for her selfish crimes and for all people she could not save from witches or familiars. From grisly deaths, to mass suicides, Mami had seen witches do these things.
Mami is a person that carries guilt and terror, but to fight it, she tries to be what she wants to be. To her, that is the only way she could be loved, and try to forgive herself.

When Tomoe Mami transforms using her Soul Gem, she becomes a magical girl.
After making a contract, Tomoe Mami's powers rest upon an artificial body that was meant to take a thousandfold more punishment than human bodies ever could, receiving punches, concrete, and glass breaking over them, without their bodies breaking or entering in shock.
Her main power lays in golden strings she can materialize to take dozens of uses and forms. Serving not just as ropes to hang on to or to trap people, Mami's use of them is so ample, not only has she gotten to create muskets out of them from thin air, she can even make solid cages or even full-body decoys possessing voice and a complete gamma of colors of its own.
Additionally, Mami is a supernaturally good marksman, possessing speed, strength, and reflexes that mark her as beyond superhuman. In the Rebellion story, she engages in an extended duel against Akemi Homura, summoning and firing muskets every bit as fast as Homura's automatic weaponry. Her precision was even so strong, her very bullets collided with Homura's own in the first volley of their engagement, marking her as an experienced and lethal adversary.
With her time fighting and surviving witches while alone, Mami became a strategist and a planner in her fights, always learning and always knowing where and how to attack her enemies, in either finding a witch's weak spot, or forcing an enemy to drop his guard to understand his or her intentions.
